Client Name: The Virginia Department of Minerals, Mines, and Energy
Project Name: Measures: Developing Consistency in EM&V Approaches and Emissions Reduction Calculations for Energy Savings Performance Contracting Programs
Project Description:
The Virginia Department of Minerals, Mines, and Energy (DMME) has partnered with two other state energy offices-- the Kentucky Department of Energy Development and Independence (DEDI) and the Georgia Environmental Finance Authority (GEFA)—on a two year project that seeks to develop a consensus approach regarding evaluation, measurement, and verification (EM&V) protocols that could help states integrate energy savings performance contracting (ESPC) programs into compliance plans for the U.S. Environmental Protection Agency’s Clean Power Plan. The energy offices will also pilot ESPC project tracking tools, including the U.S. Department of Energy (DOE) and Lawrence Berkeley National Laboratory (LBNL) eProject Builder system.
Clean Energy Solutions, Inc. was selected as a key partner on this project, along with the National Association of State Energy Officials (NASEO), the Southeast Energy Efficiency Alliance (SEEA), the National Association of Energy Services Companies (NAESCO), and the National Association of Clean Air Agencies (NACAA).
