The Maryland Energy Administration was awarded competitive funding through the U.S. Department of Energy's State Energy Program to implement the Energy Performance Contracting Program, which seeks to provide education, technical assistance and owner's agent services for local jurisdictions and public housing authorities in the state. 

City of Annapolis

CESI is working as owner’s agent for the City of Annapolis through the Energy Performance Contracting Program, which CESI helped to design and implement. Annapolis, the capital of the state of Maryland and the home of the U.S. Naval Academy, is a coastal city with a population of 38,722.

CESI provided technical assistance to the City by drafting a Request-for-Qualifications (RFQ) to solicit an energy services company for an energy performance contract that will provide energy conservation measures and capital improvements for 19 facilities owned by the City, which range from office buildings and parking garages to fire stations and community centers. CESI has been involved in every step of the project process thus far; from gathering and organizing utility data to reviewing requests-for-information and drafting an addendum, and more recently, providing feedback on RFQ responses.

In 2013-2014, Annapolis spent close to a million dollars to provide electricity for these 19 facilities. Once completed, the performance contract could save the City approximately $250,000 a year or more, for cumulative savings of over $3 million through a standard term of 12-15 years.
